I believe both you and Phil are right ;-)

To which I would add my two cents of 'rightness'.
When charts are used, I see a profound lack of understanding of the charts and lack of training in SPC.
And, perhaps related, management is only using the charting to meet some customer or QS9000 requirements.
Believe it or not I often see charts that are providing good information that is being misunderstood or ignored, this is tragic.
