Hello Group:
I would say that one of the potential constraints to effective software
development is turnover in the group and lack of collaboration. So you
would look at what is required to stablize the employment picture, and then
look at what you may be doing now that is hindering your programers ability
to work together in a collaborative atmosphere.
Also begin with the end in mind. What will this program do when it is
finished? What is its purpose or aim? When must it be finished? You can
do a critical path, establish milestones, reach agreement within the group,
as to who will be responsible for what. In short some planning up front
can pay big dividens in the long run.
