Quality Policy Vs Slogans
I am a recent subscriber to the DEN and am just beginning to be exposed to
Deming's philosophies.
I believe Deming's Point #10 is Eliminate Slogans (Eliminate slogans and
exhortations for the work force) and Deming Point's #11 is Eliminate Quotas
(Eliminate work standards, Management by Objective, Numerical Quotas for
production).
ISO 9001:2000 requires that an organization have a Quality Policy. The standard
states that "Top Management shall ensure that the quality policy: c) provides a
framework for establishing and reviewing quality objectives".
In my experience, Quality Policies are often slogans such as "Lowest cost;
Highest Quality" or "Quality is Job 1".
I suppose whether or not a quality policy is a slogan depends on how it is
written, communicated, and reinforced.
Also, if a Quality Policy is required to provide a framework for objectives,
those objectives could be improving the process, optimizing the system,
supporting any of Deming's 14 Points, etc.
Based on the above ideas, can a Quality Policy be written that would support
Deming's point #10 and #11?
