Just remember that the aim is for students to learn, not to improve a score.
I think that your point that measurement standars should be used in
conjunction with other measurements to improve the system is valid, but your
attack on the arguments and feelings of this teacher is not. The point he
was making was against the use of a single standard (a test) to, not only
qualify (or rank), but also to provide resources to the more "succesful"
institutions.
We all know that the focus on a single standard to improve the system will
lead to tampering so I wonder if I missed your point.
