RE: Quality Policy Vs Slogans

Our quality policy. It is not perfect, but I do feel relatively comfortable
that is does not violate Points 10 and 11. Underneath this is a detailed
program plan and several supporting procedures, including our SPC
procedures.

The highest priority of the Project Hanford Management Contract (PHMC)
organizations is to maintain an environment that fosters continuous
improvement in processes, performance, safety and quality. The quality
assurance program is established to ensure that activities are accomplished
in accordance with the requirements of Title 10, Code of Federal
Regulations, Part 830.120, Quality Assurance Requirements; DOE Order 414.1,
Quality Assurance; Office of Civilian Radioactive Waste Management, Quality
Assurance Requirements and Description DOE/RW-0333P; and 40 CFR Part 194,
Criteria for the Certification and Re-Certification of the Waste Isolation
Pilot Plant's Compliance with the 40 CFR 191 Disposal Regulations. The
purpose of these requirements is to protect the environment, and the safety
and health of workers and the public while ensuring that products and
services meet customer needs. Compliance with requirements is mandatory.
PHMC employees are responsible for understanding and complying with the
policies, procedures, and instructions applicable to their activities, and
for ensuring the safety of operations and the quality of their products and
services.
Employees are encouraged to identify nonconforming items and processes,
raise concerns, and suggest improvements, without the fear of retaliation.
