RE: The rationale for substantive knowledge of underlying process

  Please do not forget that the charts work if the people have joy and pride
in their work.
The guessing games last as long as barriers remain between those in the
process/system and those away from the process/system.  
  Out of The Crisis, encourages the use of the 14 points.  We later confirm
the system of profound knowledge.  The charts work for prediction.
Management is prediction.  Management is responsible for removing the
barriers.  The charts do not support prediction if barriers remain in place.
