British Election turnout - one of the lowest: Special case or common cause?




Here are the statistics from the last 22 elections ( I read them off a
graph so they may be +/-  0.5% !). As many of you know, the newspapers
"splashed" the low turnout (59%)headline, to show the fact that voters had
becoming apathetic towards the elections and politicians in general. Was
their view justified?

I calculated the  UCL to be 82 and the LCL to be 6, using XmR calculation,
so it looks like the headline was justified.

Any thoughts?
