Fact or Value

This started out with the indication that Dr. Deming said, "There is no such 
thing as a fact."  J.D. indicates that Dr. Deming wrote, "There is no true 
value."

I'm interested in which statement we are making comments about.  I know Dr. 
Deming said and wrote, "For any number based on measurement or observation, 
there is no true value."

I am not aware that he said, "There is no such thing as a fact."
