The New Economics?

Dear DENizens,

One of our friends asked us to think why Dr. Deming using The New
Economics for his book title.
This is the question I think about since 1995.
I came across to one letter to the editors of Business Week and he made
one point somehow similar with Dr. Deming on AT& T. (perhaps). I like to
invite your comment.

Telecoms Can't Afford a Spectrum Auction
"...I question if service providers, already dealing with a high level
of debt, partly from the 2G auction, are in a position to bid on 3G
spectrum. Instead, Congress could pass a law to require the FCC to
"award" the 3G spectrum based on criteria such as reach in rural areas
