I feel that the real problem is not so much the Governments of the richer
countries - if only the decisions on these issues were in the hands of
governments! the villains are the faceless non-accountable multi-national
companies who in the past peddled the 'Green Revolution' of the 1960s.
 
Then promising food for all while failing to inform the poorer nations that
these miracle crops could only produce high yield if the system of
agriculture practiced was based on the use of high inputs of fertilizer and
biocides. 

The new generation of 'solutions' to global famine is again being picked up
by the new GM* Crops and their protagonists, but this time the risks to the
gene pool and the wider ecological system have raised the stakes. But as
always complex divergent problems don't have simple solutions - I fear that
the pressure driving GM is just another 'quick-fix'.
