The true question is - why do we want to categorize people?  Usually
categorization is only used for judgment, and Dr. Deming's thoughts were
that data used only for judgment was not useful.  The charts referenced
contain sufficient information to take action to improve the system.  They
MAY contain sufficient data for categorization, but the whole point is we do
not want to use it for that purpose.
