For a different perspective on Wheeler's book, I recommend the review by
Lloyd Nelson (Founding Editor of JQT) in JQT (Vol. 32 No. 4, October 2000).
In his review he states:

"In his seminal book, Shewhart (1931) makes no demand on the distribution of
the characteristic to be plotted on a control chart."
"...the book under review fills a definite need to make the case that
normality is not essential for a control chart. If it were essential, then
some c and p charts wouldn't work as well as they do."
"I highly recommend this book to all who need to know about the application
of control charts and to those who simply like to read very well-written
material on the subject"
