In Mary Walton's second book called Deming Management at Work, the 
application of the Deming method to the public sector is discussed in some 
length.  Also, ASQ has a Case Study which describes the application of the 
Deming philosophy to a County Agency in Ohio focused on the Mentally Retarded 
and Developmentally Disabled.  It is called Service Agency Revitalization and 
contains many of the how-to's and specific results and outcomes.  This agency 
is one of my clients and I am intimately familiar with the project and its 
powerful results.

The Deming method, when implemented properly, can achieve dramatic results in 
any setting, not just manufacturing.  Let me know via back-channel if you
