As a personal former friend of Dr. Deming,  and as the founder and chairman
of the French Deming Association, I couldn't agree more.

Ten years ago American people in Education dared apply the 14 Points for
management. Their project was a success and it's still going on. On the
other hand, political leaders seem to mistrust the Deming Philosophy.  What
a pity ! It's clear that the the 14 Points for management can be applied in
Politics. For instance I think that Point One: "Keep constancy of purpose"
would greatly deserve today to be followed by the Government of the USA.
