RE: Accountability & Fear

This reminds me of Peter Scholtes' claim in "The Leader's Handbook"

"All the empowered, motivated, teamed-up, self-directed, incentivized,
accountable, reengineered, and reinvented people you can muster cannot
compensate for a dysfunctional system. When the system is functioning well,
these other things are all just foofaraw. When the system is not functioning
well, these things are still only empty, meaningless twaddle."

Maybe, maybe not fear. In either case, doesn't it detract from the substance
of producing functional systems? Are not all of these the same tune played
on different triangles?
