This concept and recognition program was certainly needed in the Navy. It
was quite apparent that the typical Commanding Officer (CO) was only
measured on the short-term. What he/she attained in the one or two year
term of their command. Thus, transformations such TQL (TQM) was seldom
attempted on their own due to the risk, difficulty and effort required.
Clearly another example of one of WED's 5 Deadly Diseases of short-term
thinking. Many commands did attempt a TQL implementationt due to being
'selected' to this change by a higher command - and those were seldom
successful due to lack of understanding and commitment (redundant?).
