Dr. Jay Spechler, in his work "America's Most Admired Companies," devotes the
better part of a chapter to this question. His conclusion seems to be one of
three scenarios: (1) The Quality Office, when it exists, often times reports
to the VP of Operations (2) Many organizations employ a Quality Council
structure, and the Director of Quality sits on this council and in many cases
is the Council Facilitator. In this case, the Director usually reports to
the COO {Chief Operating Officer} (3) In many advanced companies, there is no
official Quality Office, as the functions have become part of the corporate
DNA.
For additional insights, I also suggest that anyone interested read Dr.
Spechler's groundbreaking work and seminal book on the subject: "When America
Does It Right."
