You are right CNO (chief of Naval Operations) (Admiral Kelso) at the time 
stated" we do not manage the Navy we are the leaders of the Navy."  TQM/TQL 
were one and the same and the CNO was a big proponent and supporter.  

I guess sometimes the words are more important than the deeds.  As I have 
reminded any number of people that on almost any issue of change or 
opportunity "the seduction phase may be more graphic and inclusive than the 
performance phase."  Many people talked TQM/TQL but few understood its 
message.
