Re: How TQM got its name.

The year was 1982 as well as I can remember.  We were moving out of the 
Productivity fad and moving towards some other things.  If you say 1982 I do 
not think you will be far off.  It was in the summer in Pax River and I do 
remember that because it was hot and muggy.  Steve Dockstader and Laurie 
Broedling of the Naval Personnel Research Lab may have a better handle on the 
exact date because the Navy had a research project to see if some of this 
stuff would work.  The were very active in recording from a research effort 
all that was going on and when.  Research folks are much more accurate on 
this kind of information than we manufacturing types.  We just looked for 
what would work and tried to use the elements.  We did and it was successful. 
I would like to say that it continued and stayed successful but as with so 
many things it dropped by the way side when the senior managers who have to 
lead the effort left the Depot community.  "guerilla TQM" works in a number 
of places but it is hard to make it part of an organizational culture.
