Good Morning Dave:

I am not sure how you measure a system.  There may be various measures you
could take that would give you an indication of how well a system is
operating.  One indicator would be turnover, another absenteeism, and
another accidents.  All three of these could be indicators of how well a
system is operating, but they won't tell you the causes.  To get the causes
you need to look at the larger system as well as the system in which people
are working.  During the low unemployment of the late 90's companies
experienced more turnover simply because there were many more opportunities
available and many people took advantage of the opportunity to advance
their careers.

But in many cases the turnover was being driven by internal systems that
were counterproductive to good employee relations, and because in many
cases companies failed to factor in the high cost of turnover.  I would go
so far as to say that companies experiencing hight turnover, absenteeism
and accidents will also be producing poor quality products and services.
