RE: Safety & HR

During a tour of duty at Compaq, I was involved in measuring the facilities
Safety program and providing feedback on OSHA reportable events. As a
sideline, I began collecting and collating information on other,
non-reportable data and found a positive correlation between
organizations/individuals having repeated 'warnings' about operational
events that while not OSHA reportable, were Compaq reportable and later OSHA
violations/accidents. This led to increased observation of the actions of
the employees (usually from contract/vendor firms) and interface with their
management. While their management had rules and regulations in place to
halt the activities, the employees generally ignored them in favor of a
'more efficient' means of performing the work that had not been thought
through sufficiently to avoid potentially dangerous situations. This led us
to begin a program of mentorship to both incorporate the improvements while
examining the processes to find safer means of achieving the goals. The
employees generally accepted and assisted in this as they received positive
feedback (via attention) of their ideas while receiving reinforcement
concerning the need for safety.
