Cause source - system v. employee

I am also on a list on Performance Management,
fascilitated by Robert Bacal (rbacal@escape.ca).

Some days ago I mentioned Demings statement of 95%
of the causes with the system (apposed to the
individual). I was (of course?) addressed with
a requiry for the background for this figure?

I guess one (good?) answer would be to suggest
that the purpose of the statement might not be
to present any exact figure, but to direct the
focus... to question an attitude...

But... whatever... it WOULD have been interesting
to learn if anybody knew about any FACTS backing
this argument (i.e. 95%, 85%, or whatever)! Do
you/we have any available data?
