How does Frederick Von Hayek propose we evaluate an improvement
in a cosmos system?  

When an aim exists, I can evaluate changes against an aim to 
determine whether improvement has resulted.  Lacking an aim, changes 
will just be changes with no indication whether they are improvements or 
degradations.  

How would you determine an improvement in a cosmos system?
