I would simply make the comment that more and more in the UK, government
inspectors (shades of Gogol?) are doing just that.

The Best Value regime for local government has now been overtaken .. three
years before the completion of the time span given to BV ... by a
Comprehensive Assessment system.  More numbers, more targets .. more
inspection .. more looking to see if a council has failed only to thump it
by imposing more inspection, reduced funding .. and so on.
