"How can you have accountability without testing?"
Educators do not know what the end user or consumer needs.
This information is not feed back into the educational production line.
The car industry knows about how many or each make, model, style will be
sold each year.
Does the educational system know how many machinists, typists, nurses,
artists, musicians, painters, pipe-fitters, carpenters, accountants,
politicians, priests, cable installers, scientists, etc. How good a pulse
on the job market does our educational system have?
What is the operational definition of a red bead? How do we know that we
are getting quality materials delivered to the educational system? What is
the Educational system doing to help suppliers operationally define quality
materials they deliver to the school system? What do the mothers and
fathers want in a child? What does the community want in the children.
What do the end user want in a child?
Most important of all, "Intrinsic Motivation".
With quality materials coming in and Educated, Trained, Nurturing,
Educational System Employees with more intrinsic motivation that extrinsic
motivation we are on our way to measuring resource needs, not people's
performance.
Children delivered out to the consumer or end user, are surveyed. The
customer, consumer and end users find out how our product line is doing.
Some of the graduated children are surveyed over the years. The voice of the
consumer and customer is align with the voice of our system.
Small scale example:
I have a Ford Windstar. I replaced the last head gasket myself and I have
gotten almost three times the mileage that the past two replacement have
gotten. I was intrinsically motivated to do a good job. I educated and
trained myself on this type vehicle head gasket replacement. I was not
rushed for time. I did what I consider a quality job.
I did not find out how much of a quality job until the mileage increased.
Now with over 120,000 miles I only have to worry about the transmission.
By all indicators I figure I will get about 215,000 miles.
I am fortunate enough to have talents in the area my Windstar needs and I
am Intrinsically Motivated.
This is difficult to accept by many in the Educational System and outside
it too. That is why our journey is discontinuous.
Breaking down barriers and building joy and pride of work is not what the
Educational System is Currently about. The people are trying their best to
do their best. Senior Management is not giving them the resources they need
or leading them in the transformation.
Putting a high value on consumer input is hard for those in the
educational system who already know all about educating. Nurturing all in
the educational system is not what the chosen few want to see happening.
These chosen few are in the critical mass that help the Senior Managers
report their success (that is actually not near as successful as success
could be) to others.
We do not need testing to prove accountability. If barriers were broken
down by Senior Management, those in the educational system would be able
know and share who in the system is in need of training an even who in the
system does not belong.
In the case of not belong in the system. Senior Management would be
responsible for finding that employee a job in the system they actually
belong in.
Senior Management is responsible for hiring that individual and therefore
responsible for relocating that person. This is another difficult to accept
circumstance!!!
More reasons why the transformation is a discontinuous journey: 1. Our
current style of management is ineffective at supporting the survival of all
in the human race; 2. Some critical conditions, results or actions cannot be
measured (How much Trust do we need to be successful and when do we have
invasion of privacy?).
Breeds become extinct by continuing to do what they have always done.
Humans can choose to change so breeds do not become extinct. Why can't
humans change so humans have the best chance at not becoming extinct before
we experience interplanetary travel?
