Vic Forte asks what WED meant by the above. I think it
is best answered by quoting the first paragraph of the
Appendix to "The New Economics". This was, I believe,
not in the first edition, so it may not be as familiar as it
deserves. If you do not have the second edition, it is
worth getting for this appendix alone. It is best to read
the appendix before continuing with this message.

He goes on to describe a number of "worlds" or situations,
including one in which "business on price tag" really does
make sense - and many more "worlds" in which it does not.
This illustrates that the things that WED taught were meant
to be guidance which we should apply with understanding,
not rules to be applied by rote.
This interesting appendix is entitled:
"Continuing Purchase of Supplies and Services"
You might be interested to consider how the "worlds"
are changed if you omit the word "continuing."
