REQUEST: Return on Investment/Return on Effort

I am looking for some practical "applications" or "tools" or "ideas" to
track return on investment and/or return on effort. We are developing a
learning network made up of nonprofit organizations who serve high risk
youth. My organization is facilitating this network using TQM philosophies
with in Deming, Senge, and baldrige as our anchors.
