Please elaborate on your request for an appropriate measure of "ROI" 
for your non-profit organization.  I have a few questons:
1) What is the aim or the organization?
2) What do you hope the "ROI" will do for you?  If you had such a 
measure what do you expect you would do that you would not do without 
it?
3) What changes in behavior do you want to see in the "high risk 
youth"?  Is the requested ROI measure related to these changes?
