RE: Wrong tool, wrong nail

Rip tells us a good story:

"These people were both appalled at the results of this system in their
companies. It seems that some of the most innovative scientists had

left for other organizations and nobody was happy with it (what a

When I am working at this level with organizations I work with two
notions of the system:

The explicit system where when people say that the aim of grading system
is to improve the quality of staff I take them at their word and explain
that grading is not the way to do it

The implicit system where I regard the people as intuitive and capable
of designing a system that does what they really want. So in this system
I say the Purpose of the System is what it Does (POSIWID) and I have to
work to explain some of the downsides of having those sort of (control?)
aims, such as the best people leaving.

On the DEN I am generally unsure whether people are just taking the
stated and publicly acceptable aim as the real aim or whether people are
interpreting the system politically and socially.

So I have to ask "wrong tool, wrong nail" or "illegitimate description
of underlying purpose"?
