John Constantine gave us some url's to the efforts of the Government 
aimed at improvement.

I looked briefly at

I looked at the GAO's analysis of the response of the Department of 
Education.  Taking into account the way the GAO works, and how the 
Congress works (based on my government service 30 years ago) I 
thought the approach was 'reasonable'.  I would like to see a 
discussion by John and others on this list.  What am I missing?  What 
would you have had the Congress do differently in order to keep 
itself informed?
