Myron, the primary difficulty I have encountered with the GPRA is that the
calls for organizations to have goals have been interpreted by the MBO
(Management By Objective) people to be a call for numerical targets, and
comparison of performance to targets.
I have argued that I can equally interpret a good Deming management method
approach with control charts and determinations of whether or not a stable
process needs improvement equally meets the GPRA requirements, but that is
not a popular position amongst the "powers that be".
