I believe "the output product" is education quality, recognizing variation
will always exist in educated students, and all people (organizations they
also represent) have a role as suppliers and customers in the system. It
places the issue "by what method" the system should be managed to achieve the
aim of quality closer to the issue- pointed in direct relationship to the
question to be answered which is "What is Quality? What do we mean by
quality" Certainly Deming's defintion applies here--"Quality is something the
customer tries to buy, at a price they are willing to pay."
We can have high quality at high cost, and generally I think we believe we
have long been in a serious education crisis refected by low quality at
continual higher costs. I suggest the aim of education quality should first
be high quality at continual lower cost. I believe higher education and
subsequently K12 have failed to recognize teachers are first managers who may
or may not then as subject matter experts (when funding are low, a hack may
actually be required to teach a class by the administration--after all how
would the kids know or even parents) come with teaching skills and only to a
point can these be improved. Therefore when we look at an educator, we can
look at all these areas: management, subject matter knowledge, and teaching
skills and how determine if any improvement is required and relative to
combined whole person--his/her personality.
