The problem here isn't squishy quality standards, it's lack of leadership.
Apparently management (The GM??) has created a system whereby the QC person
and the production person are at odds. That shows a lack of common purpose.
To make matters worse, evidently the two antagonists have been given the
mandate to fix the problem. If they could fix it, presumably they would.
Most people don't like to work in a heated environment with constant
friction.
You did not mention that the GM manager has been at all involved in the
efforts to either clarify goals or finding better working arrangements. He
is willing (I guess) to sit back, give the two conflicting assignments and
watch them have at it. That's bad leadership.
I'm guessing obviously, but that's what it looks like to me.
