Any plan, stratagem, system, theory, or philosophy is an artifact of the
mind.   It is true to the extent that experience validates it.  Frequent
sampling becomes necessary, as it provides us the data of experience. We may
plan, but the feedback of the act tells whether or not our thinking is
effective.  Experience, therefore, is of a higher order of reality than mind
(how we think about experience).  System bows to experience.  We modify or
scratch our plan if it doesn't work.  Therefore, continuous improvement
