IMHO he would not answer because the great temptation for many people is to
think "That is a good idea, I will see if it works in my organisation. [and
besides, Dr. Deming thinks it is a good idea :)]"  

This is, of course a lazy approach, and probably doomed, because the system
in 'my organisation' will be different to the system in the organisation
providing the example.  

The implicit point that Dr. D was presumably making was the there is no
substitute for application of PDSA when developing a system change in each
organisation.
