Well for what it is worth I have always seen managing as a process of
working ON THINGS whereas leadership is a relationship WITH PEOPLE. People
resent being managed because it  is fundamentally a one way process that
reduces their 'value' by requiring them to contribute. On the other hand
leadership is a two-way relationship that values people and enables them to
contribute (one of our basic human needs and demonstration that we belong).

It is not a matter of choosing between management and leadership.  Both are
required. Quality is to do with skilled informed leadership that uses
management to serve those being led by making it easier for all to
contribute and succeed. WED's 14 points say it all.
