This is an interesting question.

The Western Electric Handbook does not give a citation.

I found an article in the list of references in A.J. Duncan's 1986 Irwin
book, Quality Control and Industrial Statistics, that seems likely to be the
source.  It is

Keen, Joan, and Page, Denys, J. (1953), "Estimating Variablility from the
Differences Between Successive Measurements", Applied Statistics 2, pp.
13-23.
