Way to go John Gibson.  I'll tell you there may be earlier papers - if anyone is in the Manhattan, New York areas (Deming Scholars hint, hint) the NY Public Library has one of the most extensive collections in the world.  A good search there may reveal more information.  In fact, the Deming Scholars in the past have found a number of earlier papers by Shewhart there and there could possibly be other GE training volumes on hand.  Just an idea.
