RE: Testing and the Aim of Education

The school to career program was initiated in 1994 and has had tremendous
impact on public schools. I personally worked with Siemens to set up
apprenticeships to assist in the transition from school to work. What I found
is that many of the companies in our area really did not know what they wanted
from schools. They also lacked long term commitment (not Siemens) to any
effort with the schools. As personnel changed, their commitment changed.
Schools have kids coming in every year and have to plan years in advance.
Schools were often burned by businesses pulling out of commitments. (business
decisions) School to career is still functioning and a part of most US school
systems. It no longer has federal funding.

One of the positives from my experience is that Siemens set me on the road
to quality. It was a base piece of our curriculum. By the way, this program
was initiated by a retired educator (administrator) from the NY City school
system.
