I think that Dr. Deming was dynamic, caring and curt (less understanding
with going down certain avenues of thought once, let alone too many times).
A Certain percent is said to fall within 3 standard deviations. That
certain percent was not 0ne hundred percent. The first theory is that
Management is responsible for the system and processes within the each
system. A figure like 80 percent of what goes on is corrected or adjusted
or ??? by management applying resources. The other 20 percent maybe the
employee's responsibility.
I think that 99.4 percent is management's responsibility. This is because
I think that each person comes to work wanting to do an acceptable to
exceptional job. The system stops them. Management must educate, fix the
system and/or retrain because it takes resources to do this. Therefore it
is management's responsibility.
Shainin Methodology might be talking about 100 percent falling within 100
percent, which I think is more than 3 standard deviations. Shainin
Methodology might address the inclusion of 100 percent and working with that
because for them their is no other answer (They are looking through a
different set of glasses).
The dead are easy to compete against because they are not available to be
in your face and interact with you. Dynamic people push and sell
methodologies. The market dictates that Managers will have ? dollars for
training. The more dynamic capture the market. That is show biz!!!
