  Senior Management must committe to it.  Resources must be readily
available.
  Identifying the aim of your system.
  Identifying what kind of business you are in.
  Identifying the critical processes.
  Verifying your aim.
  Having the who, what and how in your mission statement.
  Developing a theory for your approach.
  Trying something on a small scale.
  Libraries are for whom??? may be one question to tackle.  
  Who provides most of your funding???
  What quality characteristics does your major funder look for???
  How do you produce those quality characteristics in your system???
