  I will ride the fence on this one.
  Operational definitions of Corruption are a must.
  A theory would be needed.
  
  This may be a condition.  The read bead experiment encouraged corruption
at a certain level.
  
  My thoughts:
  We all, Each and every country, town, family have experienced corruption
and that is embarrassing.  In the read bead experiment it was part of the
system.

  The Deming philosophy can be applied to this.  It may not have priority or
may be too embarrassing.
