As a user, reviewer, revisor and re-writer of some of the old Navy stuff, I
might have some input on this question. I looked at the site, and what they
had there is not our old stuff. It may be reminiscent, but almost everyone
who talks about these topics covers the same ground. We certainly got our
inspiration from a number of other sources.

The other thing that I wanted to mention is that we were told that all our
material was produced on the public's dollar, and was therefore public
domain. We had to check with people we were referencing to make sure that
they didn't mind their stuff being transferred into public domain documents.
Most of those authors, being Deming folks, were more than willing to have
their stuff out in a public forum as long as the context was appropriate. So
that stuff was there for people to use, if they wanted to use it. I kind of
wish they hadn't magically deleted it.

An interesting aside: One task we were assigned as TQL was being magically
deleted was to take Deming Library and other tapes and run them through a
magnetic erasure process and remove the labels, so we could use the tapes
for recording other things. It was a way "to minimize waste." I'm not sure
how that works...you take $2000 worth of educational materials, delete all
the value in them, and turn them into $10 worth of blank, reworked video
media. Is that minimizing waste? Oh, well...
