This is a good point you make. I have found that quality, lasting systems
change takes a great deal of time. In working within systems one of the best
ways I have found to help keep focused on long term goals yet still satisfy
the human need for the "quick fix" is to employ visual tools using outcome
measurement that illustrate the long term goal but also have a heavy focus
on shorter term benchmarks, so those who need it can still see concrete
changes!

i too feel that deming-based interventions, indeed any interventions into an
organisational (or individual) system need to show rapid benefits to the
client - otherwise they will quickly lose interest

the only lasting difference my own interventions have made is when there
have been some demonstrable benefits at regular intervals along the way
