Surprise! Exactly that was done, with Dr. Deming's blessing, in the "PACER
SHARE" U.S. Civil Service Demonstration Project, at McClellan AFB, in
Sacramento, California from 1988 to 1995 (ref. "Beyond Participative Management," by
Gilbert and Nelson, Quorum Press, 1991). All results of the test project were
successful and, literally, millions of dollars were saved. And further, even a
successful working relationship between union and management was created (Gee!
They realized they were parts of the same system!). Is was successful enough
that the commanding general of the base asked to expand the project from it's
2,000 participants to his entire base of 15,000 workers. The U.S. Office of
Personnel Management, however, seeing the major cuts resulting in overhead and
"administrative" positions said "NO!" and shut the project down. Check it out.
