Why not Deming?

My immediate question is why more
companies (Japanese, US, others) haven't tested his proposals.
Also, why haven't his methods beem tested for regional economic
development. If it worked for the US war effort, it should work for
Japan's MITI, and it should work for others (e.g., Maryland State Dept.
of Business & Economic Development - "DBED")
I've just queried the first 4 CEO's/VC's I know on this topic. Their
responses were telling.
1) isn't the Deming method the same as ISO-9000 (i.e., too complicated)?
2) the Deming cooperative approach is too bureaucratic - it can't
attract/keep the most talented "managerial" talent
3) "It's never been applied in the pharmacology field. The vast majority
of bio/pharma managers are not that sophisticated."
4) "I've never heard of anyone that's tried that approach".
