study would also sound logical. To stepback and do somemore research
instead of simply checking. It adds i think to real proces improvement.
It would also bean idea to separate proces improvement and the auditing
in two functions(check). Studying effectiveness you also should know the
goal and some few more variables(see book: elia goldratt -the goal) 

Also if the study phase shows the proces needs further improvement then 
you have to plan, do, study, act again so standarisation is not the
complete definition.

Also think thoroughly about definitions, what is what? (see the goal
again).

if planning is important the goal and really being efficient is.
Efficiency is more then just percentage numbers (see the goal)
