Pages 32,59,131-133 of ISBN 0-911379-07-X, "The New Economics," is one of many references.
Page 32, "Instead of setting numerical quoats, management should work on improvment of the process. A flow diagram displays a process. The problem is how to improve it. The PDSA cycle will help (p. 132)."
Note too:
All is going on and has been long before us.
Plan includes developing a theory, discovering where you are and where you want to be then developing the issues, then steps to get their.
Without a theory, the Study in front is a waste.
As for the use of study, it could include verification as well as other steps in the assessment for the study.
Awakward as it may seem, it is a paridigm shift and uncomfortable at first. It is against the norm of training so if you are or have been nurtured by University brain-wash and maybe are brain-washing yourself, you have a conditions I suffered through already. My pride restricted me for the longest time.
PDSA is system's approach to system's thinking and not analitical approach to parts and pieces thinking.
