Hello Group:

Deming did in fact say this or something very close to it.  I believe it is
on the Deming Library videotapes.  He is talking about the need for change
in the thinking of American management and the need to become more systems
oriented and to develop an understanding of the organization as a system. 
Management of course was resisting this change.  Change is not necessary.
Survival is not mandatory.
