I have never been able to find that quote in Deming's books. Maybe he
wrote it in an article somewhere but I know that he said that sort of
thing
in his four day seminars. Here are two examples taken from the video of
his four day seminar.

"Nobody need learn.  Survival is not compulsory."

"Survival is not compulsory, you know.  A matter of choice."
